DNR will be provided with both hard copy and electronic versions of a final report on this project. Results will be shared with partner agencies, town boards, lake districts and associations and members of the public through public meetings, individual lake summaries, a powerpoint presentation and development of a Lakes Protection Plan. Major project elements to include: 1) Staff training, 2) Outreach and counsulting to shoreland property owners, 3) Development of shoreline restoration plans and agreements, 4) Installation oversight, and 5) Update of the county's Riparian Buffer GIS layer to track practice installation.

Adams County: Res-Castle Rock Restoration: Adams County proposes to provide up to 75% of the cost of shoreland restoration practices to lake front property owners on Castle Rock Lake. Grant funds will be distributed to fund removal of sea walls, minor bank re-shaping, placement of rip-rap, establishment of vegetative buffers and implementation of individual stormwater management plans.

Special Conditions: 1) Space between rip-rap to be filled with soil and vegetated to facilitate successful access of turtle hatchlings to water. Lupine seed to be of a wild variety compatible with Karner Blue butterflies. 2) Permits to be secured by individual property owners prior to construction.

Wood County: Lco-Shoreland Ordinance Rev.: Wood County proposes to amend or create a shoreland zoning ordinance that complies with the requirements of NR 115, Wisconsin Administrative Code (as revised effective February 1, 2010) and retain existing regulations that exceed the water resource protections of NR 115 or are specific or unique to local needs.

Project deliverables include: 1. Copies of any fact sheets or handouts created for public hearings. 2. A summary of the comments received at public hearings. 3. A certified copy of the County Board-approved updated shoreland ordinance or ordinance language (if integrated into other codes). 4. Any GIS maps of the shoreland zone or shoreland condition surveys related to the project.

Specific conditions for this Project: The WDNR will be provided electronic and hard copies of all data and or reports or surveys generated as a result of this project.

Bughs Lake Management District: Hlk - Bughs Lake Public Landing Restoration Project: Partnering with property owners, the Bughs Lake management district is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practices will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of the Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Project deliverables include: 1. Copies of any fact sheets or handouts created for public hearings. 2. A summary of the comments received at public hearings. 3. John'S Lake Management District: Acq-John'S Lake Land Acquisition - Marek Property: The John's Lake Lake Management District will acquire approximately 9.2 acres of land, including 550 feet of shoreline, situated on the western shore of John's Lake in Waushara County, for lake protection purposes. The primary goals of the land management plan are 1) to protect the lake's health and water quality by protecting a water recharge/wetland area for the lake contained on the property; 2) to ptotect the aquatic plant beds located off shore which support fisheries habitat and spawning; 3) to preserve the property in it's natural state to protect it's wildlife amd waterfowl habitat.

Major project elements to include: 1) individual lake resident/user surveys and plan development, 2) web-based reporting system, 3) build-out assessment and predictive modeling, 4) development of guide for local boards and commissions, 5) final project report.

Adams County: Res-Castle Rock Restoration: Adams County proposes to provide up to 75% of the cost of shoreland restoration practices to lake front property owners on Castle Rock Lake. Grant funds will be distributed to fund removal of sea walls, minor bank re-shaping, placement of rip-rap, establishment of vegetative buffers and implementation of individual stormwater management plans.

Special Conditions: 1) Space between rip-rap to be filled with soil and vegetated to facilitate successful access of turtle hatchlings to water. Lupine seed to be of a wild variety compatible with Karner Blue butterflies. 2) Permits to be secured by individual property owners prior to construction.

Waushara County: Acq-Kusel Lake Land Acquisition - Petersen Property: Waushara county will acquire approximately 30.78 acres of land with 1,150 feet of shoreline to preserve and protect the shoreline and water quality of Kusel Lake. the primary goals of the property's management plan will be 1) TO MAINTAIN THE PROPERTY AS OPEN S[ACE/PARKLAND, 2) TO PRESERVE AHND RPOTECT THE PROPERTY'S SHORELINE IN ITS NATURAL STATE, 3) TO PRESERVE AND PROTECT THE PROPERTY'S WETLANDS, AND 4) TO ALLOW PUBLIC ACCESS FOR PASSIVE RECREATION INCLUDING HIKING AND CROSS COUNTRY SKIING.

Waushara County: Lco-Waushara County Lakes Study And Plan (Group A Lakes): Phase Two of this Lake Planning study will involve up to seventeen Waushara County lakes (Group A) : Alpine Lake, Beans Lake, Bughs Lake, Curtis Lake, Deer Lake, Fish Lake, Little Hills Lake, Irogami Lake, Lake Huron, Long Lake, Marl Lake, Pine Lake, Pleasant Lake, Silver Lake, West Branch Mill P.(White River), White River Fl (Lower Pond), Witters Lake. The goals are to characterize the existing aquatic plant communities, characterize existing water quality, develop tools for relating lake water quality to land use, predict sensitivity of water and habitat quality to future changes in land use, identify critical landscape features, provide a practical summary of these results for use by citizens and county staff, and characterize and map levels of shoreline development and determine any relationships between development and wildlife communities.

Adams County: Lco-Lakes Camelot/Sherwood Shoreland Zoning Audit: Adams County proposes to conduct a shoreline zoning audit of Lakes Camelot and Sherwood for the purposes of identification of suspected violations of the Adams County shoreline protection ordinance, establsihment of a current record of all current shoreland uses, and establishing a baseline for the assessment of the effectiveness of permitting and enforcement processes. Project activities will include the location and diagramming of structures within 75 feet of the ordinary highway mark, follow-up questionnaires, file review and the development of a public education on the importance of the shoreline protection ordinance.

Tri-Lakes Management District: Hlr - Habitat Projects On Lakes Sherwood, Camelot & Arrowhead: Partnering with property owners, Tri-Lakes Management District, is sponsoring a grant to implement best practices from Wisconsin's 2019 Healthy Lakes & Rivers Action Plan. Best practices, including fish sticks, 350 sq.ft., native plantings, diversions, rock infiltration and /or rain gardens, will be designed and installed according to program fact sheets, technical guidance and grant application.
All funded best practices required contracts that must remain inplace for 10 years and include the minimum operation and maintenance requirements described in the special conditions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practices will be implemented on land other than the sponsor's, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details and data to be collected is required. The Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: a project summary including data requirements, pre/post photographs and confirmation of completed design work and landowner contracts. A Healthy Lakes & Rivers Example Report is available to assist you.
Special Conditions: Project management and technical assistance cash costs cannot exceed 10% of the state share of the grant award. This does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction. Projects required for regulatory compliance purposes, including shoreland mitigation projects are not eligible for reimbursement. The Healthy Lakes & Rivers logo should be used for promotion and publicity and DNR recognized as a funding source.

Tri-Lakes Management District: Tri-Lakes-14-Mile Watershed Water Quality Sampling: The Tri-Lakes Management District is sponsoring a monitoring project to assess baseline water quality and the efficacy of BMP implementation in conjunction with the 9-Key Element plan and monitoring in-lake water quality and E. coli monitoring of Tri-Lakes.

Project final deliverables include: all data collected, agendas and minutes for planning meetings, consistent with the 9-Key Element Plan that includes methodologies, results, and management alternatives discussion with an implementation element.

Specific project activities include: 1) In-Lake water quality & clarity monitoring; 2) tributary monitoring; 3) E. coli monitoring in lakes; 4) consultation with Adams County LWCD, DATCP and DNR for BMP implementation and monitoring the effects of BMP\2019s; 5) ) consultation with Adams County LWCD, DATCP and DNR for verification of STEPL and SNAP+ model results.

The goals are to characterize the existing aquatic plant communities, characterize existing water quality, develop tools for relating lake water quality to land use, predict sensitivity of water and habitat quality to future changes in land use, identify critical landscape features, provide a practical summary of these results for use by citizens and county staff, and characterize and map levels of shoreline development and determine any relationships between development and wildlife communities.

The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. Golden Sands: Lmi-Petenwell Flowage Water Quality Monitoring: Golden Sands Resource Conservation and Development Council, Inc. proposes to complete the second year of funding for water quality modeling of the Petenwell Flowage. The models being used in applying the methodology on Petenwell Flowage include: 1) the Flux Reservoir loading Model, 2) Profile Model, 3) Bathtub Model. Implementation of this plan will provide information on the following: 1) water/nutrient budget for the Petenwell Flowage, 2) sources of nutrients, 3) effects of nutrient reduction, and 4) prediction of the total maximum daily loads necessary to reach desired target nutrient levels. A working Model will be provided as well as a finel report will be available for interested parties.

Pleasant Lake Improvement Corporation: Lmi-Pleasant Lake Run Off Control: Pleasant Lake Improvement Corporation proposes to implement their stormwater runoff control plan. The project diverts the runoff and it's associated sediments and pollutants away from Pleasant Lake and into a sand discharge area. The project activities include North and South diversions removed and replaced, a speed bump and west edge ramp removed and replaced as called for in the approved plans.

Juneau County: Lco-Shoreland Ordinance Rev.: Juneau County proposes to amend or create a shoreland zoning ordinance that complies with the requirements of NR 115, Wisconsin Administrative Code (as revised effective February 1, 2010) and retain existing regulations that exceed the water resource protections of NR 115 or are specific or unique to local needs.

Project deliverables include: 1. Copies of any fact sheets or handouts created for public hearings. 2. A summary of the comments received at public hearings. 3. A certified copy of the County Board-approved updated shoreland ordinance or ordinance language (if integrated into other codes). 4. Any GIS maps of the shoreland zone or shoreland condition surveys related to the project.

Lake Huron Assn: Lake Huron Comprehensive Lake Study: The scope of this project includes multiple components with appraisal objectives. Baseline data will be collected on several areas including aquatic plants, groundwater flow, lake water quality, watershed features and water levels. The aquatic plant survey will incorporate line intercept methods and include 10 shore transects for emergent/wetland species. A water quality appraisal will include April, June, July, Aug, and October events with parameters listed in application scope. (pesticide analysis not to be funded) Watershed appraisal will include definition of boundary, land use, sensitive areas, and likely sources of sediment/nutrients with strategic recommendations.

Water level and groundwater appraisal will include piezometer install and monitoring to define flow paths and water level impacts.

Project deliverables include inlake water testing; groundwater testing; groundwater flow monitoring; lake mapping and plant surveys. See consultant's proposal in the application for more detail.
